Entry Draft selection, time for 1st overall pick.
1st pick overall must be announced the second day after the completion of the NHL.
E.g., if the NHL draft is completed on a Saturday, then 1st pick must be announced on the following Monday.

Remove Traded constraint for Amateurs and Pros
Treat all Amateurs/PROs the same, no matter who drafted them.
i.e. remove the AmatT and ProT restriction. A player with Amateur or Pro status
can have the 2 year PRO cycle (PROY then PRON) even if originally drafted by another and then obtained in a trade.

Owner inactivity naming a starting roster at start of season
If a starting roster is not named at season start, one will be set by:
Sort regular roster by Points DESCending (highest to lowest) then Name ASCending (A - Z).
Assign starters top down in the list until a valid starting line-up is set.

Owner inactivity for Dispersal Draft
Dispersal Draft - if a team is over the protection limit
and protected players are not named by deadline, then expose all Regulars to the draft.

Owner inactivity for Waiver Draft
Waiver Draft - if a team is over any roster limits and cut players are not named by deadline,
then cut players in reverse order of when obtained that put them in an invalid state.
This is like what is done during the season. If it cannot be determined which single player did this,
then cut all in question for that transaction. E.g. if one player needs to be cut
but the last transaction in question is that 2 amateurs turned Pro the same week, then cut both players.
But if that transaction was in an email, cut last player mentioned in the email.

Position changes

x. Position changes for players are only allowed under the following conditions:
   - Player changes from an amateur to a professional. i.e. Amat to PRO
   - Player joins 16 player roster I.e. is promoted from Amateur/Pro list,
     is obtained in a trade, is picked up mid-season as a free agent or waiver
   - During offseason (excludes Amateurs)
xi. The position of a player can be taken from any of NHL.com, Yahoo.ca, or Yahoo.com, or his current position in the TMHL.
    An article or fantasy section on these sites cannot be used for a position change.
    On these sites, the position can only be taken from any one of:
    - Statistics page or list
    - Team roster page or list
    - Player page
    It is the owner’s responsibility to prove that a player’s position can be changed as requested.
    i.e. when a position change is requested by an owner, must include a link to an allowable source showing the new position.
xii. The position of players available in the Amateur Draft will be taken from the list on NHL.com.
     e.g. https://records.nhl.com/draft/draft-picks?year=2021
xiii. If a player is shown with more than one position, the Owner can choose any one of them.
      If the position is noted as Forward, the TMHL position must be either Centre, Left or Right.
      If the position is noted as Wing, the TMHL position must be either Left or Right. (Est 1991)
xiv. For players being signed to a new contract and for players available in the Free Agent Draft,
     if his TMHL position is a forward position (i.e. Centre, Left or Right) but his official position is not (ie. D or G),
     or  his TMHL position is not a forward but his official position is,
     then the player will be forced to his official position.
     In this case, the league shall notify affected owners well before roster cuts are due. (Est. 2000, Amend 2001)

Rule passed:

Roster moves / signings
In the case that 2 or more owners announce the same signing by two different methods
AND at the same time, the signing will go to the team that is currently lower in the standings
(i.e. same method as determining a waiver claim).
e.g. Suppose Owner 1 sends email saying "Team1 signs free agent player X",
 email says it was sent Tuesday at 1:23pm
And Owner 2 sends WhatsApp message saying "Team2 signs free agent player X",
 WhatsApp message says it was sent Tuesday at 1:23pm
In this case, the free agent shall go to the team lower in standings at the time.

Player position changes
 - Add NHL.com and thehockeynews.com as official sources for Player positions
Free Agent Draft
 - Process will be completely "blind bidding". Emails can be sent to the main TMHL Admin
  mailbox at any time for players up in the group. Emails will NOT be opened until after
  the Thu 4am. Owners can send as many emails as they like while the group is up.
  All bids from any owner will be considered in descending time order made.
 - Ranking of Free Agents will be by TMHL Points instead of TMHL Points per Game
 - Random "shuffling of groups" will be replaced: once each Group has been determined, each owner
  in order of previous year's standings will be able to select one group and determine which week
  it will be up for bid. Each owner will be given one day to reply, or the "default week" will stay.
  E.g. suppose 5th owner to pick does not pick in time. Then pick will automatically be "Group E in Week 5".
  But if Group E or Week 5 has already been chosen, the pick will Pass.

    Previous: player position is determined by the weekly issue of The Hockey News
    Change: player position to be determined by either the hard copy of The Hockey News or the Toronto Sun
6. Weekly stats – effective in 2008/09 season
    Previous: the official game stats will be the Tuesday Toronto Star, then The Hockey News

June 14
The following Rule Changes have been passed.
1) Number of Amateurs on a roster
Current: Allowed maximum of 14 Amateurs.
Change : Number will drop to 10, but phased in by 1 each year. i.e.
a) Still allowed 14 Amateurs on opening night of 2006/2007 season (as per current rule).
b) Allowed 13 Amateurs on opening night of 2007/2008 season and for rest of season.
c) Allowed 12 2008/2009.
d) Allowed 11 2009/2010.
e) Allowed 10 2010/2011 season, and forever afterwards.

2) Buyouts
Current: Buyouts made after the trading deadline count towards the next season's salary.
Change : Teams will have until the last day of the TMHL playoffs to announce buyouts that will count towards the current season's salary.

3) Year end award for top owner points
Current: Top Owner in TMHL Points per $ salary receives 10 shares (out of the 245 total shares)
Change : Drop this award (now 235 total shares).

2) TMHL Entry Drafts NOTE: Effective for the 2010 Draft
Current: Amateur Draft 2 rounds, Regular Draft 1 round
Change : Single Entry Draft of 3 rounds, where each pick can either be an Amateur or a Regular.

1. Team Fees & Fines
   Previous:
     Teams with point total below 70% of the league average
     pay a financial penalty and drop in draft order.
   Change:
     In the 2005-2006 season, the limit will increase to 72.5%
     In the 2006-2007 season, the limit will increase to 75%

TMHL Annual Fall Meeting.
The following Rule Changes have been passed.

1. Trading Scope
   No elements of a trade can be more than 5 seasons into the future.
   Effective: immediately
   E.g. during the 2005-2006 season, can only trade draft picks or salary up to 2010.

2. No longer need to protect 9 players at end of season.
   Note: this implies there will no longer be a Parity Draft.
   Effective: immediately

3. Free Agent Bidding.
   If a team wins a player by a blind bid
   and that team also had the high open bid on that player
   (i.e. when open bidding was closed - i.e. Wed 4pm)
   and there were no other valid blind bids on the player,
   then the contract amount will be the high open bid + minimum increment.
   Effective: immediately
   E.g. Team1 has high open bid Wed 4pm on PlayerA for $500K.
   Team1 later puts in a telephone bid of $2 million. No other blind bids
   were made on PlayerA. Then Team1 gets PlayerA at $500K + increment = $550K.

TMHL Annual Fall Meeting.
The following Rule Changes have been passed.

1. Free Agent Bidding.
   The current high open bid shall be considered as "committed" to the team's salary
   during open bidding.
   Effective: immediately
   E.g. Team1 has salary $15 milllion, currently has high open bid(s) totalling $1 million.
   Then, Team1 cannot make any transactions that will add to salary,
   until higher bid(s) override those bids.

The following Rule Changes have been passed.

1. Salary policy change, D-1-vi – add new rule to player salary
The amateur can be signed to a rookie contract for a one-year duration
at a salary of his amateur salary rate plus $100,000.
Effective: immediately (applies to signings for 2004-2005 season)

2. Parity draft change, F-4-i – amendment to rule
Existing rule:
By the free agent deadline, teams must protect a maximum of 9 players under contract
to the team. All other players are considered exposed for the purpose of the
Parity Draft. (Est. 2000)
Change:
A player shall be considered exempt if they played 40 games (player) or 24 games
(goalie) but were not called up to “pro” status by the team.
Effective: following the 2004-2005 season

The following Rule Change was passed, effective this coming season.
Official source of players available in Amateur Drafts
Previous Rule:
  F.2.1 This draft is limited to players drafted by NHL teams that summer.
  (Est. 1986, amended 1991)
Changed To:
  (Same source as official positions of Amateur players available i.e. ...)
  The list of players available in the Amateur draft will be taken from the first available issue
  of Hockey News showing a single list of all players selected in the NHL Entry Draft. This list
  will be the only source of available players, and the position(s) at which they can be drafted.
  Note that the Amateur Draft CANNOT be started until this list is available.
  (Ed. note: For the 2003 Draft, the list would have been the single list on page 42 of the 
  July 2003 issue of The Hockey News, which was the one used as the official source of positions).
